This actually seems pretty common in japanese. A single word can often be written with different kanji, often with slight (or not so slight) differences in meaning, although sometimes there is disagreement over what those differences are, and sometimes there doesn't seem to be any difference at all....

Japanese has the worst orthography ever. The characters have too many and often unpredictable readings, and there are way too many irregular ateji spellings that are not based on character readings at all.

Would it be possible to make a phonemic (in the sense that pronunciation is predictable from spelling, not neccesarily the other way around) that represents all dialects?

I should have clarified, i meant based on which stage of chinese as in terms of vocabulary choice and grammar (which is different from any modern form of chinese), i'm in doubt over whatever or not it is old chinese or middle chinese.
