Does the first noun of the compound derive from PG: *wallijǭ and does the whole thing mean 'wave-breaker'?

Sorry, there's something I've just realized I should clarify. The first part of the compound, well, is a noun synchronically, but it's not necessarily derived from a noun in Proto-Germanic.

Was the low vowel in the first member of the compound directly followed by *ll in PG?

Is the progenitor of *well in PG a verb? and if so is the verb trisyllabic in the citation form that Wikipedia uses?

Is *well from *waljana?

Hmm. This is a bit confusing. I can’t tbink of a phrase like “the tearing to bits of chosen-edges”, and I find it difficult to imagine it meaning something like “destruction of a paper with choices written” - ie “destruction of a ballot”

Interpreting well- as specifically "chosen" won't help you, I'd say, and the root of teketting means "to cut". That shouldn't be taken 100% literally here, but I'd still say that thinking in terms of "cutting" might be more helpful than thinking in terms of "tearing". Also:
shimobaatar wrote: 02 Nov 2020 23:24 edges is indeed equivalent in etymology and, generally, in meaning to English "edges", although in this context, "edges" wouldn't be my first choice as a translation.
You're not entirely on the wrong track, though.

What I meant by this was that the meaning of the phrase is related to elections/voting, although it isn't "destroying ballots".

Does it mean something related to "not fulfill expectations"? If not, does <well> mean 'to vote', similar to the cognate in Modern German?

Does it mean the delimitation of electoral constituencies? (i.e. 'redistricting', 'determination of seat boundaries', etc)

Very, very close! welledges is indeed "electoral constituencies/districts". teketting has decidedly negative connotations, however.
