Sorry, there's something I've just realized I should clarify. The first part of the compound, well, is a noun synchronically, but it's not necessarily derived from a noun in Proto-Germanic.

Was the low vowel in the first member of the compound directly followed by *ll in PG?

Hmm. This is a bit confusing. I can’t tbink of a phrase like “the tearing to bits of chosen-edges”, and I find it difficult to imagine it meaning something like “destruction of a paper with choices written” - ie “destruction of a ballot”

Interpreting well- as specifically "chosen" won't help you, I'd say, and the root of teketting means "to cut". That shouldn't be taken 100% literally here, but I'd still say that thinking in terms of "cutting" might be more helpful than thinking in terms of "tearing". Also:

Very, very close! welledges is indeed "electoral constituencies/districts". teketting has decidedly negative connotations, however.
