Literally, it's something like "The lazy dog lies there, the quick brown fox jumps over it." This is an example of the (reverse) figure ground principle. The dog is the more stationary object (the ground) and is mentioned first as a reference point in relation to which the fox (the figure) moves. I think there are other options whereby this can be expressed in one clause, but this is the clearest and, I think, most natural.
CL = classifier, in this case, both of the classifiers function as verbs.
Þ and Ð are classifier markers, indicating what in the sentence they refer to. Quadrupedal animals are generally represented with the bent-3 handshape although I'm not sure if an animal in motion, such as jumping would be represented with this handshape or with the X or 1 handshape.

Been working a little on Queranarran, the language of the Daine (when they aren't speaking Avantimannish or Westmarchian).
The circumflex indicates high tone/pitch; otherwise, the orthography is IPA-ish.

Also, I've had a go at a similar pangram in Necthiøth. This is the best I've come up with, hitting all the letters in the native writing system - even though the real-world pronunciation doesn't quite hit "ng", squashing it down into "n", which is reflected in the romanisation.
(Also featuring: the discourse marker "cøpho", and the idiomatic phrase "thlaz khu", which doesn't quite mean what you'd literally expect from its component words.)
