Do cardinal numerals count as nouns or as adjectives or both?

Can you tell a little bit more about the background of your language? I can see that it's Indo-European, but in what branch? It doesn't seem to be Slavic, or maybe I just don't see the connection.
Wipe the glass. This is the usual way to start, even in the days, day and night, only a happy one.

Russlish is neither Slavic nor German. But a mixed language.
Thus it does not belong to the Indo-European conlang, nor is it posteriori, but a prori language, an isolated language.

Russlish words are formed by taking one half of a word and making it Russian, and taking the other half of the word and making it Germanic.
