It is African!

I can't speak about statistics and such concerning the use of IPA-inspired orthographies in Africa vs. the rest of the world, but this particular type of romanization does look very African to me.

I know the orthography and the underlines could be the faucalized vowels.

It is Lakota in the White Hat orthography. so it is an old orthography, and I read the macrons are aspiration and the dots over for velar fricative release.

If it's the older equivalent of the <ŋ> in modern Lakota orthography, then it does mark vowel nasalization.

And I personally would consider the Latin <Ƞ ƞ> a separate character from the Greek <Η η>.
