Often you have to resort either to conjunctions of more specific root words, or to use modifiers of more general words. Yes, but in normal English there no general word that both includes he and she. There are inventions like 'ze' but the amount of people that will understand you when you use them ...

Also do you need a whole table? How about rules like 'high vowels become non-syllabic before other vowels' and stuff like that? Because there are enough unpredictable alternations that simplified rules like that will be as useful as "<i> before <e> except after <c>" (w ei rd, anyone?).
