Sounds like a clever system. If I'm understanding this correctly in that each ABC set is a root, then you have 1000 roots, not 100. It is 10x10x10 = 100. Have you considered using 0 for the 10th item? Makes it easy to type on a numpad. Good idea. Could also start with 0 (although it doesn't matter ...

I am trying to create a CVC conlang where each phoneme has a meaning. If we call the structure ABC, there needs to be 10 phonemes for A, 10 phonemes for B, and 10 phonemes for C.
