The syllable:
All syllables start with a lone consonant.

Yes you should. But not to worry; it's hard to do tone wrong. Just give every word a tone or every syllable a tone and it's that easy to start. Are there not such things as extra-high vowels that aren't just syllabic fricatives? I vaguely recall something something Bantu, but I'm finding nothing that describes them.
