Letters which cannot be substituted with any character found in ISO 8859-1 with ease and without being found confusing replaced with digraphs, which is to be treated as single letters in any case, especially collation.

'True' consonantal digraphs (which, unlike some orthographical digraphs above, are to be treated as true ones [e.g. in collation]).
