I thought of both, but Old Norse is quite different in its orthography and some Old Frisian texts I found didn't use <þ> or <ð>, but rather <th> and I couldn't spot <ü> either. It does kind of look like it might be some old anglo-frisian ish text to me, so I might just be wrong and you might just end up getting it right .
