This sentence in this particular accent is misleading for French speakers. It sounds as if it means "The British are dear" or "The British are expensive" [xD] Çére "hither" does sound a lot like French cher "dear, expensive", but no, it's just one of the deictic pronoun variants you can find among Silvish speakers. Deictics encoding motion can be used with a form of ettre "to be" in contexts where English and French prefer dedicated verbs.
