Swahili is spoken north and south of the equator ... the only places it snows in the range of Swahili is up on top of the mountains. Changing "north" to "south" for this reason would be silly, and if someone is writing about the US in English and it's translated to Swahili, you don't translate Washington DC as Dodoma.

I changed "north" to "south" because Ruń is in that world's southern hemisphere and their north is strongly associated with the desert.
Two different verbs are used because rain is considered animate, being an important force of nature, while snow is just this thing that happens every few years - tiny fragments of ice fall from the sky and melt very soon. So, when it rains you say "rain is coming here", like you'd say about a person, and when it snows (if that ever happens) you say "small ice is falling".
