Are we translating a sentence paraphrasable as “the North is the only place it snows”?
“It snows [only in the North]”?

Or as “in the North the only form of precipitation is snow”?
“In the North it [only snows]”?
Or “It [only snows] in the North”?

Or maybe each?

I presume it's the first one, judging by the OP phrasing, but I'm sure you'd be free to do either. (Plus it's probably a good exercise to think about how both would be phrased.)
