It can be used as multiple parts of speech, one of which has adjective-like properties. That is not the most common usage though.

I'm sure through some tortuous argument I could vaguely say that the concept that àcogliuac represents could be something "to do with water... or wheels?", but that would be incredibly unreälistic, and probably abusive. So I'm 'fraid to say the answer is "no" to both
