According to whom? I can't seem to find anything about this online. Even if someone other than you actually made this decision, I'd say that /◌ˀ ◌ʱ/ are still widely used, understood, and accepted. I'd never heard of GBoard before. As far as I know, the International Phonetic Association isn't run by Google, so I don't care if Google thinks certain IPA symbols are "redundant".

You are free to use whatever notation you want, of course, but the rest of us should be free to do the same, even if the symbols we use aren't approved by Google. Why does it matter to you if we use /◌ˀ ◌ʱ/? Why do you pretend not to know that /' :/ are intended to stand in for /ʼ ː/? Can we please just play the game without having basically the same argument over and over again?
