There is no true equivalent to "he feels lied to", so you have to use version 1 if they actually lied to him, or version 2 if they didn't or if you're not completely sure they did.
If this sentence had a transitive verb and no ending preposition, it could have been translated way better. For example, "he feels deceived" is translated into an almost literal "si sente ingannato" with no specification of whether he actually was or wasn't deceived.
I still have to work this out for my conlangs, but I guess I would just go for the Italian periphrastic, so for example:

Ðundūj du, "spit over", really forms one word semantically meaning "lie", but the preposition is separated from the verb, coming at the end of the sentence. In Ladoçei Htoleiþe the word for lie, with the exact same origin in the proto-language, incorporates the preposition phonologically and places it after the personal suffix.

RAT1 is used here for çak (someone) even though "someone" doesn't have to be Htolian because if "someone" happened to be Htolian, it would be offensive to them to use RAT2.

Nyadoymar būðeþ ("I contain the feeling") has the same meaning as in Htoleiþe, despite the fact that it uses the complement conjunction instead of the suffix for "when." To simply say "I feel" you would just say būðar.
