I pulled this from Late West Saxon for no other reason than annoying everyone with a medieval mess.

I’m betting there’s no language that doesn’t have /m/ but does have /ɬ/ and /ɢ/.

Those are independent factors. /R\/ (uvular trill), because we need some rhotic(s) and we have a whole series of uvulars, so this is the best option.

How about /ʃ/? Perhaps once /t/ is introduced we could have allophony like /ʃθ/ > [s̪t̪] contrasting with /ʃt/ > [ʃt̠].
